Beneficiary Engagement Study (BES) under SNRTP is focused to assess existing beneficiary monitoring system so as to ensure the quality of the physical works (Component B of the Project Work). Beneficiary Engagement Study which is supposed to be substantiation of Beneficiary Monitoring, critically examines the existing community monitoring, grievance re‐addressable mechanism and governance/ accountability practices.
Of the multiple provisions on citizen engagement in SNRTP, LRUCs have been supporting project preparation and implementing activities right from the initial stages and community-based performance monitoring (CBPM) is also being conducted by LRUCs. The SNRTP CPCU/ DoLI has planned to conduct beneficiary engagement study in selected 14 sub projects (10 UG roads, 2 bridges and 2 PM road sub‐project) in SNRTP participating districts to assess the existing beneficiary engagement system and practices. As the SNRTP project as 128 nos of Upgrading Sub‐Projects (89 Roads and 39 Bridges), 12 sub‐projects (10 UG roads and 2 Bridges) have been proposed to include from this category in the study which comprises 9.4% of the total.
