The Road Maintenance Project (RMP) is financed by the Millennium Challenge Corporation (MCC) under the Compact signed in 2017with the Government of Nepal (GON). Its objective is to maintain road quality across Nepal’s Strategic Road Network (SRN). As part of the Strategic Road Maintenance Works Activity, a pilot sub-activity focused on pavement recycling will be undertaken using new pavement technologies. A preliminary assessment of the trucking corridor along the strategic road network shows that it is often subjected to substantial heavy loading with (1) failing base courses due to the excessive loads, and (2) poorly performing asphalts due to excessive loading coupled with poor mix design, poor materials and construction and insufficient thickness of the asphalt layer. This preliminary assessment concluded that Full Depth Reclamation (FDR) with locally produced cement would provide the necessary structural support to avoid base course failure. The assessment also recommended recourse to: (1) high performance asphalts to resist structural failure, (2) the Superpave asphalt mix design method to prevent poor performing asphalts, (3) a mechanistic design approach to obtain the appropriate asphalt concrete thickness, (4) performance-based specifications for reduction of pavement roughness, and (5) improved safety measures. To be carried out by the Consultant under the Base Period (for DLRS pilot project over 40 km) and under Optional Period (for LSRS over 37 km) are to support MCA-N in the following tasks:
- Review and update the technical feasibility assessment and preliminary structural design performed;
- Integrate the structural findings obtained with the FWD, from DOR;
- Integrate the iRAP safety assessment and findings into the design;
- Perform a structural condition and needs assessment of all bridge and drainage structures;
- Integrate cement reclamation of the existing pavement (FDR) and estimate of the cement content;
- Integrate performance-based asphalt concrete testing into the design in accordance with the Superpave mix design laboratory equipment provided by MCA-N (with other Experts);
- Integrate the use of polymers and/or fibers into the asphalt mix design;
- Prepare the final design documents, i.e. design drawings and specifications for each road section;
- Prepare the Initial Environmental Examination (IEE) and obtain approval of the IEE from the GON.
- Prepare TIP risk assessment methodology and get MCA-N approval. Conduct TIP risk assessment and prepare a TIP Risk Management Plan to be approved by MCA-N;
- Prepare the Resettlement Action Plan (RAP) and supervise RAP implementation;
- Support the preparation of the Bid documents working closely with MCA-N and its Procurement Agent and provide all technical assistance and input for all tasks related to the procurement process;
- Supervise the works carried out by the Contractor for works implementation incl. the DNP.
