Project Duration: May 2018 – November 2018.
The purpose of the part of the project under this contract is to support agriculture sector ministries to evaluate effectiveness of implemented CCA options through formation of a programme monitoring framework especifically for ADS. Such development is desired to base on implementation of climate change adaptation impact evaluation case studies in pilot districts through identification of appropriate CCA options and Key Performance Indicators (KPIs). The contractor is responsible first to review in detail relevant documents and, in coordination with the NPMU, to design and apply a tool for counterfactual (experimental or quasi-experimental) analysis that compares between what actually happened and what would have happened in the absence of the intervention; secondly to develop such tool (the framework) appropriate to monitor and evaluate climate change adaption interventions in the ADS, and thirdly pakage the framework and the results (learnings) of the case studies into training modules and materials (such as manual, curriculum, session plan and handouts) based on assessment of needs in the agriculture sector ministries. Therefore, overall objective of hiring a Contractor is to support the project in-
- Designing CCA-M&E tools based on stock taking of existing frameworks1, indicators and data collection processes and apply afield in the project districts.
- Prepare a programme monitoring framework for sector ministries’ monitoring units and local authorities to monitor and evaluate climate change adaption interventions in the ADS
• Develop training materials and deliver training to agriculture sector staffs in monitoring and planning units on the CCA-M&E framework and approaches.
