Project duration: June 1999 – August 1999.
The Rural Water Supply and Sanitation Fund Development Board (the Board) is implementing a demand led community based Rural Water Supply and Sanitation Project funded by the IDA and co-financed by DFID (Batch-IV onwards till recently). The objectives of the Project are to:
– Improve sector institutional performance and mainstream “the Board” approach in the Government’s system, and
– Support communities to form inclusive local water supply and sanitation user groups that can plan, implement and operate drinking water and sanitation infrastructure that delivers sustainable health, hygiene, and productivity benefits to rural households.
The focus of the project is to empower rural communities by using a demand driven approach to service delivery and a participatory process in decision making to implement their water supply and sanitation schemes with the assistance of the support organization (SOs) recruited by the Board. The SOs are local, national or international level non governmental organizations or private sector organizations established or recognized under the prevalent laws and selected by the Board to provide necessary support to Users’ Groups for Planning and Implementing projects/schemes.
The training program on CAP/HHS including Conflict Management for Community Workers (CWs) and Community Technicians (CTs) aimed to develop the facilitation capacity of SOs & their staffs to effectively assist communities to prepare and implement their Community Action Plan & community monitoring and evaluation tasks; to be aware of health and hygiene and sanitation needs/benefits; to be able to manage conflict in communities and provide knowledge of software component as well as technical aspects of scheme and understand their role s to achieve objective of the component.
Community Technician are the Key staff of the SO in the field to mobilise and facilities the community to prepare the community Action Planning. Community Technicians should know the CAP process and use of SARAR tools. SARAR, the participatory learning tools which are very effective in Community Action Planning process.
